Arthur Simmons <arthur@precisionmediaconcepts.net> is one of the bigger spammers currently, and even sends follow up emails... using custom privacy whois, there is no easy way to unsubscribe, since you would need to do it for every single domain they send you an email to... rather annoying.

arthur simons seems to be a low life waiting and lurking for peoples url's to expire, then tries to sell them back to you and if you don't then contacts your competion.
