I would suggest not doing this! This is duplicate content and it's penalized by The Panda

agree. its better to tweak the description according to the specifics of the page. this can also help rank inner ages better in the serps.

No, use different meta tags and description, if you use same for all pages Google not gives you ranking ...

Always avoid duplicate content! No matter what we are talking about, description, tags or anything. So use an unique description for every site!
