Thanks for your comments! I am in the process of getting myself a merchant account to accept credit card payments on my own, but until then I have to use Paypal. I can however accept check or money orders or even exchange of services. The other day I was offered to do a design in exchange for free hosting for my site. If you have any services or have websites with traffic and would let me place an ad or a link or something, we might be able to do business. Let me know!

Before you go crazy, try contacting him another time. There have been times when people at the sites have jumped the gun and assumed the worst when the other party was out of town or their connection was down.

If worst comes to worst ... $10 is a small price to pay to learn a valuable lesson. Contact the mods and they will be able to deal with the person in a manner that they see fit.
