it could be very lucrative for those countries to just pump the typo traffic as a "natural resource" - but its the underlying ad providing se's that would find themselves in hot water legally imo.

Yahoo appears to have registered Yahoo.cm (maybe with trademarks, one can do it).....new mini-landrush to register Cameroon trademarks.
I couldn't find a public WHOIS server for .cm, but if one goes to www.speednames.com and compares the results for "Yahoo" (searching for "Africa") vs. lalalalalalala, you'll see the lines are different in the .cm cases.
