I think that's too much manipulation. The names should be in the hands of the people, the registrants (unless registry reserved) - speculators developers whoever - not in some limboland where no one can use them.
They should drop all the names tomorrow, let anybody grab em, and let the selling and developing begin already.

that was kind of my point, that more than one entity would be able to use them if they were used as an open directory.
When using google for counts - use double quotes for usage counts for multiword terms and set "match type" to "exact" for all search volume lookups. Click here for more info

I could see that personal use idea as an application but i think the extensions image would be better served showing it as the extension of general information on the internet or something similarly inclusive.

I said this was an exploitable niche that brings with it many immediate benefits. I said establishing a personal connection to .INFO results in .INFO recognition being guarenteed as well as making .INFO be a choice that is not ignored in future decisions that individuals make when purchasing a domain for other purposes.
I'm done. I think I'm very clear about what I'm proposing, why I'm proposing it, and what the benefits would be.

Any steps. But dfeinitely by taking actions that will take one in this direction, not by not doing anything, well, beyond giving away free names.

I agree. 
I think there are many possibilites for .INFO, if I did'nt I'd have a different ID here at DS. 
IMHO the issue is tackling one niche at a time and making the opertunities that .INFO present obvious to users. Like I say, we here are "domain experts" so we see the opertunities. But the average person often needs to be hit in the head with an opertunity to see it. Thus, make personal .INFO's free for a few years, even if that somehow make people think of .INFO as a personal TLD, at least they are sincerely thinking about .INFO and it's application. And from there you knock down the next opertunity / niche and so on.
Making .INFO free just does none of this. It does nothing to promote .INFO or it's benefits in a way that will take root and grow.
