Why on earth do non-US publishers need to fill in a US tax form?

I suspect non-US publishers got the W-9 because there are Americans that live abroad.

Someone goofed. Their enclosed self addressed stamped envelope is neither self addressed nor stamped.

DS. Please clarify W-9 request. I don't mind filling out the form as I have a business EIN but the premise that we " might be subject to 31% witholding" isn't going to fly with me. This publishing is a segment of my business and I am responsible for paying my taxes. That is why I have an accountant. I think you need to clarify from whom you will be witholding. I am not your employee. In fact, its our traffic that is paying you, so maybe we should be witholding from you.

    Guys,

I should probably clarify the letter you guys got in the mail. The 31% withholding is required by law, and only applies if you do not return the forms. As long as we receive the forms from you, we are not required to withhold any revenue.

This applies to all US based companies, including PPC companies. I know there are some questions about the W8 form, so here's a link to the irs site with more information.

That's the oldest trick in the book. You put in your form without the stamp, and without an address.

The post office then has no choice but to return it to the address listed in the upper left hand corner, Oversee.

I hope they add a .37c credit in the adjustments section.

By the way, we posted an announcement on the site clarifying this whole W8 and W9 thing. We're only required to keep these forms on file because it's required by law and to release us of any liability. These forms will not be sent to the IRS and the responsibility to pay taxes is still up to the publishers, as it's always been.

And just because you send us a W8 does not mean you will be paying taxes. We just need to have both a W8 and W9 form on file for entities to which we send payments.

And the 30% withholding of revenue is not a way for us to get publishers to send their forms, but also a requirement by the IRS. Please let me know if anyone has any questions, and I will try to find out the answers for you. Thanks.

So why do you need the W-8 or W-9 forms now?

Why not already three years ago?

    Good question, octubus.

Actually, we did need them 3 years ago. We've just been lucky that the IRS didn't require us to present them. But had they done that, we would have been in big trouble.

Which reaffirms another good point, which is these forms will most likely not change the way that either DomainSponsor nor its publishers operate, but it's a precautionary measure we are required to take by law.

I understand many of you may have concerns, so please feel free to keep the questions coming. I'll do my best to answer them, or at least find out the answers. =)

So do non-US residents have to send in these forms?

I don't have any other sponsors that ask for them, I am resident in England.
